Bin Laden movie based on controversial first-hand accounts

It was the greatest manhunt of all time, the stealthy nighttime raid by the elite SEAL Team Six on Osama bin Laden's compound in Pakistan, which led to the death of the world's most wanted terrorist leader.

It is the subject of "Zero Dark Thirty," a riveting new film by director Kathryn Bigelow and screenwriter Mark Boal, both of Oscar-winning "The Hurt Locker" fame. But when they began making a film about the hunt for bin Laden six years ago, right after they finished "The Hurt Locker," the movie they had in mind was about the failed attempt to find bin Laden in the Tora Bora mountains of Afghanistan.

That plan changed drastically on May 1, 2011 when bin Laden was killed. Boal, a meticulous investigative reporter, picked up the phone and started working his sources.

"It was a thrilling journey to go on and also thrilling to discover what the people who were involved in this mission were really like," Boal said.

In an exclusive interview with "Nightline," Bigelow and Boal talked about bringing "Zero Dark Thirty" to the screen based on Boal's interviews and Bigelow's dramatic vision.

"It was all based on first hands accounts so it really felt very vivid and very vital and very, very immediate and visceral of course which is very exciting as a film maker," Bigelow said.

Bigelow said she and Boal were working in his office when they heard President Obama's now famous announcement that the United States had "conducted an operation that killed Osama bin Laden."

"It was a personal moment for me because I grew up in New York City," Boal said. "I think for a lot of people, just kind of an overwhelming moment."

All of a sudden, Bigelow said it put their project in a very different perspective.

"It was not just as a film concern, it was kind of a global concern," she said. "We both realized simultaneously that we had to pivot."

"I picked up the phone and started calling sources and asking them what they knew and taking referrals and knocking on doors and really approached it as comprehensively as I could," Boal said.

Almost immediately, the filmmakers found themselves in the middle of an election year firestorm, accused of receiving classified documents to bolster the president's role. It's something they both deny.

"I certainly did a lot of homework, but I never asked for classified material," Boal said. "To my knowledge I never received any."

In fact, President Obama makes only a fleeting appearance in the film. The star of this real-life drama is, surprisingly, a young female CIA officer, played by Jessica Chastain, who helps find bin Laden through a long-forgotten courier.

"It was a couple of months into the research when I heard about a woman, part of the team, and she has played a big role and she had gone to Jalalabad and been deployed with the SEALs on the night of the raid," Boal said.

"When I realized at the heart of this hunt, at the heart of this 10-year odyssey was this woman, this young woman who had a kind of tenacity and a dedication and a courage, she would never say no, I was excited to take it on," Bigelow said.

The Story Behind "Zero Dark Thirty"

Both Bigelow and Boal felt a responsibility to accurately portray the lives of the people who normally work in the shadows, their efforts rarely known to the outside world. While some of the dialog is word for word real, based on interviews with the young CIA officer and others, some of the dialog is dramatized and the decade-long narrative of events condensed.

"They were proud of what they had done, but they had more or less resigned themselves to the fact that what they had done is not something they could talk about publically," Boal said. "But one of the things a movie allows people to do is talk in a way that is a little bit freer because they know that movies can change the way people look, [and] that I don't have quite the same standards of having to reveal sources as I would if I was, let's say, running a front page piece in the New York Times."

The climax of the film is, of course, the raid that killed bin Laden. The scene was a challenge for the filmmakers who were presenting it to a world that knew how it ended.

"But they don't know how it happened," Bigelow said. "They don't know, OK what was the choreography of the assault itself, where did they land, where did they crash, who did they kill first?"

Although it only takes up about one-fifth of "Zero Dark Thirty" -- the title comes from the code for SEAL team's landing time of 12:30 a.m. -- the filmmakers said the assault on bin Laden's compound, like the rest of the film, is as accurate as possible. A full scale version of the compound -- no Hollywood facades for this movie ? was built in Jordan, where they shot for almost four weeks. The floor, the tile, the carpet, the furniture and the marks on the walls, were copied from images seen in ABC News footage that Bigelow said they reviewed frame by frame.

And the famous stealth helicopters that swept over the border into Pakistan were real Black Hawks with computer generated graphics replicating the stealthy skin. Bigelow said the actors told of the terrifying and challenging conditions their real-life counterparts faced.

"You are in the elements, you are in the wind, you are in the sand, the sound of the rotor wash and you can't see anything. So you imagine what it would be like to land in this place," she said.

And Bigelow takes viewers beyond the clinical news accounts, the soundless descriptions and even though you might think you know how it ends, there is more to the story.

"For both of us I think it's fair to say the story itself and the making of it was really hard but really thrilling and exciting," Boal said. "Because you are at the center of something that is so epic and that doesn't come along very often and I think we were both aware of the fact that we probably won't have another story like this."

"I can't imagine," Bigelow said. "I think it's the story of a lifetime."

WASHINGTON (Reuters) - President Barack Obama spoke with House of Representatives Speaker John Boehner over the weekend on efforts to avert the looming "fiscal cliff" of budget cuts and tax rises that threatens to tip the U.S. economy back into recession.

A White House official said on Monday that Obama also spoke with Senate Majority Leader Harry Reid, a fellow Democrat, and said discussions among staff members continued.

The president met with congressional leaders, including Boehner and Reid, 10 days ago seeking common ground following Obama's re-election for another four-year term on November 6.

Boehner and fellow Republicans oppose the Democrats' proposal to raise taxes on the very wealthy as part of arrangements to rein in the enormous U.S. budget deficits.

Starting on January 2, about $600 billion worth of tax increases and spending reductions, including $109 billion in cuts to domestic and defense programs, will begin to kick in if Congress cannot decide how to replace them with less extreme deficit-reduction measures.

Effects of alcohol on lymphoma, leukemia, and other types of ...

Many observational epidemiologic studies have found an inverse association between alcohol consumption and hematological cancers (such as lymphoma and leukemia). This study, based on the Million Women?s Study in the UK, is large enough to permit an evaluation of associations with various types of such cancers. Further, it takes into account newer coding systems for morphology so that diseases associated with the lymphatic system can be separated from those of the myeloid system.

The key findings are that alcohol consumption appears to lower the risk of several types of lymphoma and plasma cell neoplasms, but has little effect on the risk of myeloid tumours such as acute myeloid leukaemia. Smoking is associated with an increase in risk for most such cancers. Approximately 1.3 million middle-aged women were recruited in the United Kingdom during 1996 and followed for death, emigration and cancer registration until 2009 (mean 10.3 years per woman); potential risk factors were assessed by questionnaire. Adjusted relative risks were estimated by Cox regression.

During follow-up, 9,162 incident cases of haematological malignancy were recorded, including 7,047 lymphoid and 2,072 myeloid cancers. Among predominantly moderate alcohol drinkers, higher intake was associated with lower risk of lymphoid malignancies, in particular diffuse large B-cell lymphoma [relative risk 0.85 per 10 g alcohol per day (95% confidence interval 0.75.96)], follicular lymphoma [0.86 (0.76.98)] and plasma cell neoplasms [0.86 (0.77.96)]. Among never- and current smokers, higher cigarette consumption was associated with increased risk of Hodgkin lymphoma [1.45 per 10 cigarettes per day (1.22.72)], mature T-cell malignancies [1.38 (1.10.73)] and myeloproliferative/myelodysplastic disease [1.42 (1.31.55)].

Toyota recalls 150,000 Tacoma pickup trucks

Toyota Motor Corp. is recalling about 160,000 Tacoma mid-size pickup trucks from the model years 2001 to 2004 in cold-weather U.S. states?and in Canada?because the spare tire could fall off.

The spare tire in these Tacoma models is stored beneath the trucks' bed. When the trucks were made, the metal plate that keeps the spare tire in place was not coated with sufficient amounts of phosphate to retard rust, Toyota said.

Two accidents have been reported to Toyota involving vehicles following a Tacoma truck, but they did not result in injuries, a Toyota spokesman said.

Over time and in limited cases, corrosion of the plate could cause it to break, causing the detachment of the spare tire, Toyota Motor Sales, U.S.A. said in a statement on Wednesday.

The recall covers 150,000 trucks originally sold in 20 cold-weather U.S. states and 10,000 trucks in Canada, Toyota said.

Letters will go to the owners of the recalled vehicles in December, Toyota said.

Toyota dealers will replace the spare tire assembly, if necessary, without charge to Tacoma owners.?

(AP) ? An official says the U.S. secretary of state has returned to Jerusalem for another round of meetings with Israeli leaders as she tries to wring an elusive truce deal over the Israel-Hamas fighting.

The official spoke on condition of anonymity because he was not authorized to release details of the meeting.

He says U.S. Secretary of State Hillary Rodham Clinton went back to Jerusalem after holding talks in the West Bank with Palestinian President Mahmoud Abbas on Wednesday.

She'll be meeting with Israeli Prime Minister Benjamin Netanyahu, Defense Minister Ehud Barak and Foreign Minister Avigdor Lieberman in her attempts to help piece together a deal that would satisfy the two foes after eight days of fighting.

Clinton is due to travel later to Cairo, which is mediating in the crisis.

Human obedience: The myth of blind conformity

ScienceDaily (Nov. 20, 2012) ? In the 1960s and 1970s, classic social psychological studies were conducted that provided evidence that even normal, decent people can engage in acts of extreme cruelty when instructed to do so by others. However, in an essay published November 20 in the open access journal PLOS Biology, Professors Alex Haslam and Stephen Reicher revisit these studies' conclusions and explain how awful acts involve not just obedience, but enthusiasm too -- challenging the long-held belief that human beings are 'programmed' for conformity.

This belief can be traced back to two landmark empirical research programs conducted by Stanley Milgram and Philip Zimbardo in the 1960s and early 1970s. Milgram's 'Obedience to Authority' research is widely believed to show that people blindly conform to the instructions of an authority figure, and Zimbardo's Stanford Prison Experiment (SPE) is commonly understood to show that people will take on abusive roles uncritically.

However, Professor Haslam, from the University of Queensland, argues that tyranny does not result from blind conformity to rules and roles. Rather, it is a creative act of followership, resulting from identifying with authorities who represent vicious acts as virtuous.

"Decent people participate in horrific acts not because they become passive, mindless functionaries who do not know what they are doing, but rather because they come to believe -- typically under the influence of those in authority -- that what they are doing is right," Professor Haslam explained.

Professor Reicher, of the University of St Andrews, added that it is not that they were blind to the evil they were perpetrating, but rather that they knew what they were doing, and believed it to be right.

These conclusions were partly informed by Professors Haslam and Reicher's own prison experiment, conducted in 2002 in collaboration with the BBC. The study generated three findings. First, participants did not conform automatically to their assigned role; second, they only acted in terms of group membership to the extent that they identified with the group; and finally, group identity did not mean that people simply accepted their assigned position -- it also empowered them to resist it.

Although Zimbardo and Milgram's findings remain highly influential, Professor Haslam argue that their conclusions do not hold up well under close empirical scrutiny.

Professor Reicher concludes that tyranny does not flourish because perpetrators are helpless and ignorant; it flourishes because they are convinced that they are doing something worthy.

Syrian rebels say they seize base on Damascus outskirts

BEIRUT/AMMAN (Reuters) - Syrian rebels said they had seized the headquarters of an army battalion near the southern gate of Damascus on Monday, the nearest military base to the capital reported to have fallen to opposition fighters in a 20-month revolt.

Activists said the Syrian army had attacked southern districts of Damascus with shelling and rocket fire all day to try to stop the rebels seizing the base, in some of the heaviest bombardment of the capital.

"Multiple rocket launchers are just making huge, random destruction," said Rami al-Sayyed of the Syrian Media Centre, an opposition organization monitoring the crackdown by President Bashar al-Assad's forces.

The Islamist rebel groups Ansar al-Islam and Jund Allah Brigades said in a statement that they had taken the Air Defence Battalion base near Hajar al-Aswad after four days of fighting.

The district had been home to thousands of refugees from the Israeli-occupied Golan Heights. These were at the forefront of the movement against Assad's autocratic rule at the beginning of a revolt that has now turned into a civil war, in which activists say 38,000 people have been killed.

Activists said all the residents had fled under the bombardment.

Video footage showed rebels walking through the site, past destroyed anti-aircraft guns, and one commander saying on a walkie-talkie: "We have completely seized the compound."

Louay al-Dimashki, an opposition activist who said he had documented the fall of the base on video, said the rebels had targeted the compound with mortars then attacked in small groups, killing 14 loyalist troops and taking 35 prisoner.

"The fighters are taking whatever ammunition and weapons they can. They cannot hold on to the base because the regime will hit them from the air," Dimashki said by phone.

Independent verification of the reports was not possible because Syria severely restricts the access of foreign media.

Rebels have captured several army positions in outlying regions in the last week, including a Special Forces base near the northern city of Aleppo and a small military airport in the east, on the border with Iraq.

ROADSIDE BOMB

Inside Damascus, a roadside bomb hit a minibus along a route used by security forces and pro-government media, activists said. The opposition Syrian Observatory for Human Rights said three people had been killed and at least 10 wounded.

Under pressure from foreign states keen to promote a viable and responsible alternative to Assad, Syria's fractious opposition formed a broader coalition group last week, led by moderate Sunni Muslim preacher Mouaz Alkhatib.

The Syrian National Coalition was promptly recognized by France as the sole legitimate representative of the Syrian people.

EU foreign ministers said on Monday they considered the group to be "legitimate representatives" of the Syrian people, stopping just short of the full recognition offered by France.

A group of Islamist fighters in Syria's Aleppo province, many of whom are well-known members of powerful rebel units in the area, said on Monday they rejected the umbrella group and planned to establish an Islamic state in Syria.

Members of Islamist groups listed in a YouTube video as supporters of the plan told Reuters they had nothing to do with the announcement, though they acknowledged that some members of their groups had appeared in the video.

This could suggest cracks in Islamist rebel ranks over how to respond to growing efforts to unify rebel groups and potentially sideline more radical Islamist elements.

The expanding conflict has threatened to suck in Syria's neighbors, especially Turkey in the north.

Syrian mortar rounds have fallen in Turkey, Lebanon and Israel as rebels hug the borders looking for safety, and Turkey's army is stationing soldiers in recently dug trenches along the border.

REQUEST FOR MISSILE DEFENCE

Germany said Turkey was expected to formally request, perhaps within days, that NATO Patriot missiles be placed on its border to defend against Syrian attacks.

"There have been informal talks on a request like this in the past few days," German Defence Minister Thomas de Maiziere said in Brussels on the sidelines of an EU defence ministers' meeting.

Only Germany, the Netherlands and the United States have the appropriate Patriot missile system available.

De Maiziere said Berlin would study a Turkish request "with solidarity" and if Germany sent Patriot missiles to the Turkish border, German soldiers would accompany them.

A Turkish government official said Ankara was still consulting with NATO.

President Abdullah Gul told a press conference that Turkey was concerned about Soviet-era chemical weapons in Syria.

"In this context, there will always be contingency planning in a NATO country neighboring Syria," he said.

NATO has deployed Patriot surface-to-air missiles to Turkey twice before, in 1991 and 2003, during both Gulf Wars.

Any NATO-supplied missiles would not be for creating a no-fly zone in Syria and, although Turkey could count on "allied solidarity", the missiles would be purely for defence, NATO Secretary General Anders Fogh Rasmussen said in Brussels.

Syrian rebels, despite seizing swathes of land, are almost defenseless against Syria's air force and have called for an internationally enforced no-fly zone, a measure that helped Libyan rebels overthrow Muammar Gaddafi last year.

A Reuters cameraman on the Turkish border said hundreds of families had fled the Syrian town of Ras al-Ain and were gathering at a border gate after clashes between rebels and Kurdish separatists who are wary of both rebels and the government.

Online store eBay has launched an Apple Certified Refurbished Product store for second-hand Macbooks, iPads and iPods.

The store claims the products meet Apple?s own refurbishment standards, accompanied with an AppleCare Protection Plan and a one-year warranty.

First Lady Honors Top After-School Arts Programs

Pairing Mariachi professionals with students, putting young journalists on the radio and preserving Chinese oral traditions; the nation's top extracurricular programs for the arts and humanities were honored today in an awards ceremony at the White House. First Lady Michelle Obama, who is honorary chair of the President's Committee on the Arts and Humanities, presided over the event.

Twelve programs from around the country were recognized for what Mrs. Obama called, "those pushing and inspiring" children, "revealing their boundless promise, and teaching them to believe in themselves."

The committee's National Arts and Humanities Youth Program Awards are the country's highest honor for organizations that cater to education in the arts. Many of the awards recipients focused on serving low-income communities.

"You make all this happen on shoestring budgets; you do it in unbelievable ways, in some of the most difficult circumstances imaginable," the first lady said. "And I know that you put a lot of late nights and long hours in to give these kids opportunities worthy of their promise."

Obama told the room of program organizers and their star pupils that in addition to building a child's self esteem, the team work and problem solving skills offered by the programs had real world applications students would use in college and the workplace.

"That's why it is so critical that we preserve arts education in our schools," she said. "It is absolutely critical because we know how important it is for our children's development. We all know."

Several programs stood out for originality. One program out of San Fernando, Calif. paired Grammy award winning band Mariachi Los Camperos with students of primarily Mexican descent in instructional experience to preserve the genre.

Dressed in bright blue mariachi attire, the youths performed in the East Room with a backdrop painting of George Washington.

It's been "an amazing experience," the group's violinist later told ABC News. Sixteen year old Cesar Zuniga has dreams of Stanford University but wants to bring the genre with him.

"At first I wasn't sure if this was what I wanted to do," he said. "But after I started going to these lessons and all the performances I actually started liking it a lot."

Instructor Sergio Alonso says what began as an experiment over a decade ago has now had hundreds of musicians graduate from its ranks.

"Some communities have garage bands," the high school teacher said. "We have mariachi bands. But it's a very informal, very oral tradition in learning the music so the idea was [...] to create an institute where you could learn mariachi music in a formal way."

Another program out of Oakland, Youth Radio, provided media arts and journalism training to underserved youths, including internship opportunities. The New York City Urban Debate League was also present for the ceremony. Since 1997 the organization has taught civics and public policy to under-served regional schools.

A Chinese delegation was also recognized. The "100 Dong Songs Program" is dedicated to preserving the culture of the Dong people of western China, whose oral traditions have struggled under globalization.

Today was the first lady's first public speaking engagement since President Obama won reelection. In her parting remarks she urged the youths to keep the programs alive for the next generation.

"It's not enough just to receive these gifts and blessings, but to understand that you are blessed and your job now is to pass it on, to find someone in your life that you are going to mentor, that you are going to pull up," she said."

PA: Israel holding medicine for Gaza at checkpoint

BETHLEHEM (Ma'an) -- Israel has held up medical supplies for the Gaza Strip at a checkpoint since Thursday morning, the Palestinian Authority said on Thursday night.

PA Health Minister Hani Abdeen told Ma'an the Ramallah-based government had sent 15 trucks with 200 boxes of medicine and medical supplies to the Gaza Strip.

"We sent the first batch of medications this morning and it?s now waiting at Israeli checkpoints for permission to pass to Gaza," Abdeen said.

The minister said international organizations had promised to help the PA get Israeli permission to deliver medicine to the Gaza Strip.

Defense Secretary Panetta says he knows of no more senior military names in Petraeus scandal

BANGKOK - Defense Secretary Leon Panetta said Thursday he knows of no other senior U.S. military officers being linked to the David Petraeus investigation that has ensnared the top U.S. commander in Afghanistan, Gen. John Allen.

Speaking at a Bangkok news conference, Panetta said he retains "tremendous confidence" in Allen.

"I am not aware of any others that could be involved in this issue at the present time," he said, adding that he wanted the American public to understand that the vast majority of military officers serve ethically and with distinction.

"One thing I do demand," he said, "is that those who seek to protect this country operate by the highest ethical standards."

Panetta declined to describe the nature of the emails and other correspondence between Allen and Florida socialite Jill Kelley, which others have called flirtatious and potentially problematic for the Marine four-star general.

Asked whether any of those emails are sexually explicit, Panetta said, "What I don't want to do is to try to characterize those communications because I don't want to do anything" to limit the ability of the Pentagon inspector general to conduct an objective review of the Allen matter.

Panetta ordered the investigation Monday after the FBI referred the matter to the Pentagon's top lawyer. Allen issued a statement through his lawyer saying he is committed to cooperating fully with the investigation.

Panetta also told reporters he could not rule out the possibility that the Taliban in Afghanistan would try to use Petraeus' admission of an extramarital affair with his biographer, Paula Broadwell, for propaganda purposes. Petraeus, who resigned Friday from his post as CIA director, was Allen's predecessor as top commander in Afghanistan, leaving in summer 2011.

"You're never quite sure what the Taliban may or may not use for propaganda purposes to try to advance their cause, and obviously this is a possible area for them to explore," Panetta said, adding that "if they want to have an impact" there are other issues they could try to exploit.

Panetta spoke at a joint news conference with his Thai counterpart, Sukampol Suwannathat, after the two signed an update to a 1962 U.S.-Thai statement framing their security relationship. The United States and Thailand are treaty allies ? a relationship that Washington sees as a cornerstone of its security interests in Asia.

Panetta's talks were intended to lay some of the groundwork for President Barack Obama's visit here Sunday.

Panetta is the first U.S. defense secretary to visit Thailand since 2008. The U.S. has no troops permanently stationed in Thailand but it conducts regular exercises with the Thai military and has numerous other forms of cooperation.

Two student veterans who claim U.S. colleges are profiting from artificially inflated tuition fees by misclassifying the residency status of veterans have filed a federal lawsuit against the University of North Carolina Board of Governors, in part for allegedly engaging in that same practice.

The suit, filed last Thursday in Raleigh, accuses the UNC Board of Governors of discriminating against Iraq War veterans and UNC branch students Hayleigh Perez, 26, and Jason Thigpen, 35, by allegedly failing to provide ?adequate services, facilities, resources, and assistance? needed to help the two students transition from war to college.

Perez and Thigpen are seeking $10 million in compensatory and punitive damages from the UNC Board of Governors for allegedly inflicting ?profound financial hardship and psychological injuries? to the two veterans within a school system that ?advertises and purports itself to be one of the most ?military friendly? in the country,? according to the suit. Last month, Perez, who attends UNC Pembroke,?became the face of a national, grassroots campaign?to stop American universities from stamping student veterans as out-of-state residents ? thus forcing them to pay the schools $10,000 more in tuition each academic year???after returning home from combat deployments or other military assignments.


?This is not about money. This is about colleges doing the right thing, doing the legal thing and taking care of these students the way they?re supposed to,? said Thigpen, who attends UNC Wilmington and who has been fighting residency claims for other UNC system student veterans through his organization, the Student Veterans Advocacy Group (SVAG).

UNC officials responded to the suit with an emailed statement: ?We believe the University has complied fully with federal and state law and has not discriminated against Ms. Perez or other student veterans.

?To the contrary, UNC has demonstrated a strong commitment to North Carolina's military community,? added Joni Worthington, vice president of communications for the UNC system. ?The 2012 UNC Serves Resource Guide?provides an extensive campus-by-campus inventory of resources, support staffing, services and initiatives specifically dedicated to support military-affiliated students and their families. We're committed to do even more and continue to make incremental progress as resources allow.?

On Oct. 22, NBC News reported?SVAG?s assertion that some 250,000 student veterans ? many of them lifelong residents of the states in which they're enrolled ? were abruptly dubbed out of-state residents by their colleges and, thus, billed at higher tuition rates, after they were temporarily transferred to other military bases or deployed overseas. The practice has been seen at schools in 38 states, SVAG reported.?

The issue centers on a fundamental change to the GI Bill, enacted last year by Congress, which stripped tuition benefits for veterans who attend public schools and who are categorized as out-of-state students. In-state student veterans enrolled at public institutions remain eligible for full tuition coverage under federal law.?

The student-residency battle ?makes up a portion? of the lawsuit, Thigpen said.

But allegations that the UNC system discriminated against Thigpen and Perez are the fundamental underpinnings of the suit, Thigpen added.

In short, the suit describes Thigpen, Perez and other student veterans in the UNC system as a ?minority group.? And it alleges that when the plaintiffs each sought assistance from their individual UNC colleges ? much like the services and resources provided ?to other minority groups such as: African-Americans, LGBT, Hispanics, and women ? they?re nearly none offered commensurate with having such high Veteran student populations,? the lawsuit said.

The UNC system included about 10,200 student veterans as of 2011, representing nearly 9 percent of the total undergraduates attending the 16 UNC system schools, according to the lawsuit.

?Had the federal (GI Bill) law not changed last year, would student veterans necessarily have issues with the lack of programs, facilities and resources available for them (in the UNC System)? Yes, they would,? Thigpen said in a phone interview. "But?is residency classification one factor that led to this? Definitely.?

When Congress altered the GI Bill and removed tuition coverage for out-of-state residents, that placed a large financial burden on thousands of student veterans, Thigpen said.

Perez, for example, was classified as an out-of-state student by the UNC system after she temporarily accompanied her active-duty husband to Texas following his military transfer. While she was away, Perez said she continued making property tax payments on her North Carolina home. When she returned and enrolled at UNC Pembroke, the school billed her tuition fees at the out-of-state rate, costing her an extra $4,600 for one semester.

?When you have such a drastic change, obviously there?s going to be a much greater need for school services for the thousands of veterans who are attending the UNC system,? Thigpen said. ?They are going to need more resources. But by not responding to our numerous requests for changes to the existing veterans? services, that leads to (our claims of) discrimination and negligence.?

(AP) ? The sex scandal that led to CIA Director David Petraeus' downfall widened Tuesday with word the top U.S. commander in Afghanistan is under investigation for thousands of alleged "inappropriate communications" with another woman involved in the case.

Even as the FBI prepared a timeline for Congress about the investigation that brought to light Petraeus' extramarital affair with his biographer, Paula Broadwell, Defense Secretary Leon Panetta revealed that the Pentagon had begun an internal investigation into emails from Gen. John Allen to a Florida woman involved in the case.

Allen succeeded Petraeus as the top American commander in Afghanistan in July 2011, and his nomination to become the next commander of U.S. European Command and the commander of NATO forces in Europe has now been put on hold, as the scandal seemed certain to ensnare another acclaimed military figure.

In a White House statement early Tuesday, National Security spokesman Tommy Vietor said President Barack Obama has held Allen's nomination at Panetta's request. Obama, the statement said, "remains focused on fully supporting our extraordinary troops and coalition partners in Afghanistan, who Gen. Allen continues to lead as he has so ably done for over a year."

It was Broadwell's threatening emails to Jill Kelley, a Florida woman who is a Petraeus family friend, that led to the FBI's discovery of communications between Broadwell and Petraeus indicating they were having an affair. Petraeus acknowledged the affair when he resigned from the CIA post on Friday.

In the latest revelations, a Pentagon official traveling with Panetta to Australia said "inappropriate communications" ? 20,000 to 30,000 pages of emails and other documents from Allen's communications with Kelley between 2010 and 2012 ? are under review. He would not say whether they involved sexual matters or whether they are thought to include unauthorized disclosures of classified information. He said he did not know whether Petraeus is mentioned in the emails.

Allen has denied wrongdoing. If Allen was found to have had an affair with Kelley, he could face charges of adultery, which is a crime under the Uniform Code of Military Justice.

The decision by the FBI to hand off the Allen information to the military seems to indicate the issue is not one involving the handling of classified information, but rather some other issue.

The Petraeus case has sparked an uproar in Congress, with lawmakers complaining they should have been told earlier about the probe that has roiled the intelligence and military establishment.

Rep. Peter King, R-N.Y., chairman of the House Homeland Security Committee, called the latest revelations in the case "a Greek tragedy."

"It's just tragic," King said Tuesday on NBC's "Today" show. "This has the elements in some ways of a Hollywood movie or a trashy novel."

The issue of what the FBI knew, when it notified top Obama administration officials, and when Congress was told, has brought criticism from lawmakers, who say they should have been told earlier.

The White House wasn't informed of the FBI investigation that involved Petraeus until Nov. 6, Election Day, although agents began looking at Petraeus' actions months earlier, sometime during the summer. Senate Intelligence Committee chairwoman Dianne Feinstein, D-Calif., complained that she first learned of the matter from the media late last week, and confirmed it in a phone call to the then-CIA director on Friday.

That was the same day Obama accepted Petraeus' resignation, and the 60-year-old retired Army general, who headed U.S. military operations in Iraq and Afghanistan before taking charge of the CIA, acknowledged an affair with Broadwell, and expressed regret.

Defending the notification timing, a senior federal law enforcement official pointed Monday to longstanding policies and practices, adopted following abuses and mistakes that were uncovered during the Nixon administration's Watergate scandal of the early 1970s. The Justice Department ? of which the FBI is part ? is supposed to refrain from sharing detailed information about its criminal investigations with the White House.

The FBI also looked into whether a separate set of emails between Petraeus and Broadwell might involve any security breach. That will be a key question Wednesday in meetings involving congressional intelligence committee leaders, FBI deputy director Sean Joyce and CIA deputy director Michael Morell.

A federal law enforcement official, speaking on condition of anonymity to discuss details of the investigation, said the FBI had concluded relatively quickly ? and certainly by late summer at the latest ? that there was no security breach. Absent a security breach, it was appropriate not to notify Congress or the White House earlier, this official said.

Extramarital affairs are viewed as particularly risky for intelligence officers because they might be blackmailed to keep the affair quiet. For military personnel, adultery is a crime under the Uniform Code of Military Justice.

According to two federal law enforcement officials, the FBI initially began a criminal investigation of unsigned, harassing emails that were sent, beginning last May, to Kelley, a Tampa socialite. She and her husband, Scott, were longtime friends of Petraeus and his wife, Holly. FBI agents traced the alleged cyber harassment to Broadwell and during that process discovered she was exchanging intimate messages with a private Gmail account. Further investigation revealed that account belonged to Petraeus, under an alias.

Petraeus and Broadwell apparently used a trick, known to terrorists and teenagers alike, to conceal their email traffic, one of the law enforcement officials said.

Rather than transmitting emails to the other's inbox, they composed at least some messages and instead of transmitting them, left them in a draft folder or in an electronic "dropbox," the official said. Then the other person could log onto the same account and read the draft emails there. This avoids creating an email trail that is easier for outsiders to intercept or trace.

Agents later told Petraeus that Broadwell sent emails warning Kelley to stay away from the general and carrying a threatening tone.

Friends and former staff members of Petraeus told The Associated Press that he has assured them his relationship with Kelley was platonic, although Broadwell apparently saw her as a romantic rival. They said Petraeus was shocked to learn last summer of Broadwell's emails to Kelley.

Petraeus also denied to these associates that he had given Broadwell any sensitive military information.

FBI agents who contacted Petraeus told him that sensitive, possibly classified documents related to Afghanistan were found on her computer, the general's associates said. He assured investigators they did not come from him, and he mused to his associates that they were probably given to her on her reporting trips to Afghanistan by commanders she visited in the field there.

One associate also said Petraeus believes the documents described past operations and had already been declassified, although they might have still been marked "secret."

Broadwell had high security clearances as part of her former job as a reserve Army major in military intelligence. But those clearances are only in effect when a soldier is on active duty, which she was not at the time she researched the Petraeus biography.

The FBI concluded there was no security breach.

Nevertheless, FBI agents conducted a search of Broadwell's Charlotte, N.C., home on Monday. And the criminal investigation continued into the emails to Kelley, including whether Petraeus had any hand in them. At that point in late summer, FBI Director Robert Mueller and eventually Attorney General Eric Holder were notified that agents had uncovered what appeared to be an extramarital affair involving Petraeus.

Broadwell and Petraeus have each been questioned by FBI agents twice in recent weeks, with both acknowledging the affair in separate interviews. The FBI's most recent interviews with Broadwell and with Petraeus both occurred during the week of Oct. 29, days before the election, one of the law enforcement officials said. The FBI notified Obama's director of national intelligence, James Clapper, of the investigation on Tuesday, Nov. 6 ? Election Day.

In another twist, an FBI agent who was a friend of Kelley and who passed along information from her to the agents who conducted the investigation, was subsequently told by his superiors to steer clear of the case because they grew concerned that the agent had become obsessed with the investigation, a federal law enforcement official said. Before the case involving Petraeus got under way, the agent had sent Kelley shirtless photos of himself, according to this official, who spoke on condition of anonymity to discuss the investigation.

Broadwell co-authored a biography titled "All In: The Education of General David Petraeus," published in January. She wrote that she met Petraeus in the spring of 2006 while she was a graduate student at the Kennedy School of Government at Harvard and she ended up following him on multiple trips to Afghanistan as part of her research.

Petraeus, 60, told one former associate he began an affair with Broadwell, 40, a couple of months after he became CIA director in September 2011. They mutually agreed to end the affair four months ago, but they kept in contact because she was still writing a dissertation on his time commanding U.S. troops overseas, the associate said.

Petraeus told former staffers and friends that he had regularly visited the Kelleys' home overlooking Tampa Bay. Kelley, 37, served as a sort of social ambassador for U.S. Central Command, hosting parties for the general when Petraeus was commander there from 2008-10.

Jill Kelley regularly kept in touch with Petraeus when he became commander of the Afghanistan war effort, the two exchanging near-daily emails and instant messages, two of his former staffers said. But those messages were exchanged in accounts that his aides monitored as part of their duties and were not romantic in tone, the staffers said.

Petraeus and his family are devastated over the affair ? especially Mrs. Petraeus, who "is not exactly pleased right now" after 38 years of marriage, said Steve Boylan, a friend and former Petraeus spokesman who spoke to him over the weekend.

Broadwell, married with two young sons, has not returned phone calls or emails seeking comment.
