Boston fraternity raises more than $16,000 for brother's sex change ...

Donnie Collins, a transgender student at Emerson College in Boston, Mass., uploaded a message to YouTube on Monday thanking his fraternity brothers for launching a campaign to raise funds for his gender confirmation surgery.

A fraternity at Emerson College in Boston, Mass., has raised thousands of dollars for a transgender member's sex change surgery after the procedure was denied by his student health insurance plan.

The brothers of Phi Alpha Tau have received more than $16,000 in donations for Donnie Collins, 20, a sophomore pledge seeking female-to-male gender transition surgery to remove his breasts.

"It's been an amazing experience, these last few weeks," Collins said in a video (above) uploaded to YouTube on Monday. "My life has been absolutely changed by pledging this fraternity."

After his insurance company reportedly denied his claim for gender transition surgery, Collins' fraternity brothers banded together to help. They launched a pledge campaign Feb. 9 on IndieGoGo, a crowd-funding website, setting an initial goal of $4,800 -- later boosted to $8,000 -- to cover Collins' chest reconstruction.

"We care deeply about each and everyone, and rely on the entire active brotherhood to stand behind any one individual when they are in need," the participating brothers wrote on the IndieGoGo campaign page.

The Phi Alpha Tau brothers took in $2,000 in online donations in just over a week, Collins said in his YouTube video. By Tuesday, they were at $12,000, and the campaign crossed $16,000 Wednesday.

The campaign's managers announced Wednesday morning that they plan to donate all the excess cash to the Jim Collins Foundation, a group that "raises money to fund gender-confirming surgeries for those transgender people who need surgery to live a healthy life," according to the organization's website.

Collins came out as transgender while a student at a Windsor, Conn., boarding school, he told WHDH, an NBC affiliate in Boston.

"Coming out was a huge relief to me," Collins said.

"I knew right away that I wanted a name change, hormone replacement treatment" and gender reassignment surgery, he said.

Collins told WHDH that the procedure, which is scheduled for May, marks an important step in his gender transition.

"You're the one that puts your head down on the pillow at night," Collins said. "You have to be able to look in the mirror at yourself every day for the rest of your life. So, make choices for you first and then other people second."

One radio station, like many other businesses affected by Hurricane Sandy, say they're struggling to survive because of unfair insurance claim denials. NY1's Susan Jhun has the story.

120 Wall Street was home to Progressive radio station WBAI for more than a decade until Hurricane Sandy hit. The building, located in Zone A, was evacuated a day before the hurricane and shut down for another three weeks after.

A closure that cost the station severely.

It happened as we were finishing our last week of a very important fundraising campaign. We are listener only supported, we rely on those pledges," WBAI Interim Development Director Andrea Katz said. "We lost $150,000 in money that we rely on to pay our rent."

Even after the building was reopened, there was no internet or phone service, and WBAI was forced to continue broadcasting from the remote location it used following Sandy.

The station filed a claim for loss of revenue with it's insurance company, Chubb.

Katz says Chubb declared the claim was water related, and since the company didn't have flood insurance, it would only be covered for three days of lost business.

"My argument back was it was not water related, it was a restricted building that we were not allowed entry to and therefore could not do business as usual," Katz said.

It's a complaint we've been hearing over and over from small businesses hit by Hurricane Sandy, who claim their insurance companies are worming their way out of paying out.

"There are hundreds and hundreds of businesses down here who are all experiencing the same thing," Katz said. "The city has done what they can to help us but we really feel at this point that we may have to take a class action suit to the attorney general."

We called Chubb for comment but haven't heard back.

We then contacted the Department of Financial Services, which regulates insurance companies, and a spokesman said the agency is working to resolve these disputes with it's new mediation program.

Help that may not come soon enough for WBAI.

"We're really afraid we're going to have to close the doors," Katz said.

Heat win 12th straight, outlast Kings in 2OT

MIAMI (AP) ? LeBron James had 40 points and a career-high 16 assists, Dwyane Wade scored 39 and the Miami Heat pushed their winning streak to 12 games by outlasting the Sacramento Kings 141-129 in double overtime on Tuesday night.

Ray Allen added 21, Chris Bosh finished with 15 and Chris Andersen had 10 for the Heat, who remained six games clear of second-place Indiana in the Eastern Conference standings.

Miami's 12-game winning streak is the longest in the NBA and matches the second-longest in franchise history.

"Our ball club, we don't get rattled, no matter what's going on during the course of the game," James said. "If it's overtime, double-overtime, we find a way to win."

Marcus Thornton scored 36 points for Sacramento, the most by any reserve in the NBA this season. DeMarcus Cousins finished with 24 points and 15 rebounds, Tyreke Evans added 26 points, John Salmons 15 and Isaiah Thomas 14 for the Kings.

James became the first NBA player to finish with at least 40 points and 16 assists since Kevin Johnson ? now the mayor of Sacramento ? had 42 and 17 for Phoenix against Denver on April 3, 1994.

"Even with a double-overtime game, those are video game numbers," Heat coach Erik Spoelstra said, noting that he told Wade the same after his 19-for-28 shooting effort in 46 minutes.

And for the month, James finished 139 for 217 from the floor ? 64.1 percent, by far the best of his career.

Kings coach Keith Smart said before the game that sometimes "great teams get a little bored with the regular season and they need something to get them going."

The Heat didn't seem to be bored by the second overtime.

After a late non-call that James wanted, he simply seemed mad.

James scored inside to open the second extra session, yelling "and one" at referees as his way of insisting he was fouled as well. But after one sensational sequence, the game was pretty much sealed.

Thornton had a chance to give the Kings the lead after a Heat turnover, but his shot at the rim was blocked by Wade, who came down and set up James for a 3-pointer ? a five-point swing, in essence, and the Heat had a 131-127 lead. James scored again, then added two free throws and found Bosh for a dunk and 10-point lead with 1:29 remaining.

Sacramento lost its sixth straight and fell to 1-16 against Miami since March 2004.

"No matter what their record is, they made plays just like us. They gave everything they had and more," James said.

The Heat missed key free throws late in both regulation and the first overtime ? Wade missing a pair with 21 seconds left in the fourth, and James missed one of two with 29.3 seconds left in the opening extra session.

In the first OT, the Kings had a chance for the late lead and potentially the win, but Thomas had a layup blocked by Bosh, and Allen grabbed the rebound for the Heat with 5.7 seconds left.

Miami put the ball in Wade's hands, and he found James near the basket. James' shot missed, and he complained he was fouled by Salmons on the attempt. Referees disagreed with that, but after a lengthy review to determine possession, they awarded Miami the ball with 0.4 seconds remaining. It was much ado for nothing, as Bosh's shot sailed long and the teams went to double overtime.

The game was tied at 92 midway through the fourth before Wade ? with six points and an assist ? led a 13-4 run that looked like it would give Miami breathing room. Miami was up 105-96, and still led 112-104 when James scored with 1:40 remaining.

Sacramento roared back, scoring the final eight points of regulation. Thornton hit a pair of 3-pointers, the second coming with 23 seconds left to get the Kings within 112-110. And after Wade missed a pair of free throws, Cousins grabbed an offensive rebound and laid it back with 8.5 seconds remaining to knot the game at 112-all.

Out of a timeout, the Heat went to Wade, whose step-back 20-footer bounced off the rim as time expired, sending it to overtime.

They were just getting started. And when it was over, the Heat streak survived.

"We're coming together," James said. "We're doing it the right way. We're executing offensively. We're sharing the ball. And we're not getting rattled. We've been in some crazy games. We just stay the course and figure out a way to get the victory."

NOTES: Miami finished February with a 12-1 record, with the one loss to start the month. ... The Heat have allowed 68 third-quarter points in their last two games, both at home. New England storm to pack less punch than feared

The Weather Channel's Kim Cunningham has the latest on a storm that's headed to New England and a second storm that's coming out of the Rockies.

BOSTON - A weather system threatening New England with a third straight weekend of winter storms appeared to be weakening on Saturday night, promising less snowfall than expected.?

Another storm was rolling out of the Rocky Mountains in the Western United States and could create blizzard conditions in Colorado over the weekend, according to a National Weather Service advisory.?

Forecasters were also predicting blizzard conditions from Oklahoma through Missouri early next week when another snowstorm hits an area of the Northern United States from the Plains to the Great Lakes.?

But by Saturday evening, the East Coast storm was moving more east and offshore than anticipated - potentially leaving areas like Boston with much less snowfall than originally expected, said Eleanor Vallier-Talbot of the National Weather Service in Taunton, Massachusetts.?

"The further south you go, the less snow. Boston proper might not even see an inch of snow," she said. "The forecast models have been slowly but surely backing off this thing."?

Much of the Midwest is already blanketed with snow, with more than a foot reported in Kansas on Thursday, forcing airports to cancel hundreds of flights and leaving motorists stranded on highways.?

On Colorado's high plains, up to a foot of snow was possible overnight and throughout Sunday, with winds gusting up to 45 miles an hour, said Frank Cooper, a meteorologist with the National Weather Service in Boulder.?

A spokeswoman for the Denver International Airport said passengers could expect delays on Sunday as crews de-iced aircraft and cleared runways, and a Southwest Airlines spokeswoman, Olga Romero, said 46 flights in and out of Denver had been canceled until 11 a.m. on Sunday.?

States of emergency?
The New England coast - from northern Connecticut to southern Maine - was expecting an extended mix of snow and rain, according to a National Weather Service advisory. Residents were taking it in stride.?

"Look, it's winter, it's New England, it snows. Happens every time!" said Steve Scardino, a software sales executive and lifelong New Englander from Hopkinton, Massachusetts.?

Farther north, near Portland, Maine, the heaviest snow was not expected until Sunday, with accumulations up to 8 inches farther inland.?

The weather service said the storm may bring sleet and freezing rain to the Appalachians and mid-Atlantic states as well, with thunderstorms expected in the Southeast. It likely will dump rain from New York City to Philadelphia, it said. The storm barreled eastward after pummeling the Midwest during the week. In Kansas City, Missouri, Mayor Sly James said about 60 buses were stuck on snowbound streets on Friday, and even tow trucks were immobilized.?

After a storm last week dumped some 14 inches of snow on Wichita, Kansas, and 11 inches on Kansas City, residents from Texas to Nebraska were bracing for another one early next week, according to AccuWeather.com.?

Forecasters predicted heavy snow developing on Sunday night and increasing to a rate of 2 inches an hour from northern Oklahoma through central Kansas.?

Missouri Governor Jay Nixon and Kansas Governor Sam Brownback declared states of emergency because of possible power outages and generally hazardous travel.?

Drought-stricken farmers in the Great Plains, one of the world's largest wheat-growing areas, welcomed the moisture, although experts said even more rain or snow would be needed to ensure healthy crops.?

Watershed elections in Italy

ROME (AP) ? Will Italy stay the course with painful economic reform? Or fall back into the old habit of profligacy and inertia? These are the stakes as Italy votes in a watershed parliamentary election Sunday and Monday that could shape the future of one of Europe's biggest economies.

Fellow EU countries and investors are watching closely, as the decisions that Italy makes over the next several months promise to have a profound impact on whether Europe can decisively put out the flames of its financial crisis. Greece's troubles in recent years were enough to spark a series of market panics. With an economy almost 10 times the size of Greece's, Italy is simply too big a country for Europe, and the world, to see fail.

Leading the electoral pack is Pier Luigi Bersani, a former communist who has shown a pragmatic streak in supporting tough economic reforms spearheaded by incumbent Mario Monti. On Bersani's heels is Silvio Berlusconi, the billionaire media mogul seeking an unlikely political comeback after being forced from the premiership by Italy's debt crisis. Monti, while widely credited with saving Italy from financial ruin, is trailing badly as he pays the price for the suffering caused by austerity measures.

Then there's the wild card: comic-turned-politician Beppe Grillo, whose protest movement against the entrenched political class has been drawing tens of thousands to rallies in piazzas across Italy. If his self-styled political "tsunami" sweeps into Parliament with a big chunk of seats, Italy could be in store for a prolonged period of political confusion that would spook the markets.

While a man of the left, Bersani has shown himself to have a surprising amount in common with the center-right Monti ? and the two have hinted at the possibility of teaming up in a coalition. Bersani was Monti's most loyal backer in Parliament during the respected economist's tenure at the head of a technocratic government. And in ministerial posts in previous center-left governments, Bersani fought hard to free up such areas of the economy as energy, insurance and banking services.

But it's uncertain that Monti will be able muster the votes needed to give Bersani's Democratic Party a stable majority in both houses of Parliament.

"Forming a government with a stable parliamentary alliance may prove tricky after elections," said Eoin Ryan, an analyst with IHS Global Insight. "A surge in support for anti-austerity parties is raising chances of an indecisive election result and post-vote political instability."

Another factor is turnout. Usually some 80 percent of the 50 million eligible voters go to the polls but experts are predicting many will stay away in anger, hurting mainstream parties.

When Berlusconi stepped down in November 2011, newspapers were writing his political obituary. At 76, blamed for mismanaging the economy and disgraced by criminal allegations of sex with an underage prostitute, the billionaire media baron appeared finished as a political force.

But Berlusconi has proven time and again ? over 20 years at the center of Italian politics ? that he should never be counted out.

The campaign strategy that has allowed him to become a contender in these elections is a simple one: please the masses by throwing around cash.

Berlusconi has promised to give back an unpopular property tax imposed by Monti as part of austerity measures. Even his purchase of start striker Mario Balotelli for his AC Milan soccer team was widely seen as a ploy to buy votes. Berlusconi has also appealed to Italy's right-wing by praising Italy's former fascist dictator Benito Mussolini during a ceremony commemorating Holocaust victims.

The most recent polls show Bersani in the lead with 33 percent of the vote, against 28 percent for Berlusconi's coalition with the populist Northern League. Grillo's 5 Star movement was in a surprise third place, with 17 percent support, while Monti's centrist coalition was notching 13 percent. The COESIS poll of 6,212 respondents had a margin of error of plus or minus 1.2 percent.

Pollster Renato Mannheimer said among his biggest clients heading into the elections were foreign banks seeking to gauge whether to hold or sell Italian bonds.

"They are worried mostly about the return of Berlusconi," Mannheimer said.

Uncertainty over the outcome of the vote has pushed the Milan stock exchange down in the days running up to the vote and bumped up borrowing costs, as investors express concern that Italy may back down from a reform course to pull the country out of recession.

Mannheimer said many undecided voters ? who comprise around one-third of the total electorate ? identify with the center-right, and that may help Berlusconi. He said that the undecided vote may also tilt heavily toward Grillo's protest movement.

The professorial Monti looked uncomfortable at first as a candidate but has recently warmed to the role. Like the others, he has not shied away from name calling, warning that Berlusconi is a "charlatan" and saying his return would be "horrific."

Bond analyst Nicholas Spiro said the election "will deliver the most important verdict on the eurozone's three-year-old austerity focused policies."

But he is betting on a period of political instability after the vote.

"An upset victory by Mr. Berlusconi may be markets' nightmare scenario," he said, "but the prospects for a stable and harmonious Bersani-Monti coalition government ? still the mostly likely outcome in our view ? are bleak."

Tabasco company CEO Paul McIlhenny dies at age 68

(Reuters) - Paul McIlhenny, the chairman and chief executive of the Louisiana company that makes Tabasco brand pepper sauce, has died at age 68, the McIlhenny Co said on Sunday.

McIlhenny died on Saturday, the family-owned company said in a news release that described him as "a true bon vivant" whose passions included hunting, fishing, wine-tasting and game cooking.

He was a sixth-generation member of the McIlhenny family to live on Avery Island in the southern Louisiana bayou, and a fourth-generation member to produce pepper sauces sold worldwide under the Tabasco brand.

The McIlhenny company was founded in 1868 on Avery Island. It supplies hot sauce to the U.S. presidential plane Air Force One and to Britain's royal family, the Times-Picayune newspaper said on its website.

Paul McIlhenny joined the company in 1967 and directly oversaw the production of its sauces for 13 years, expanding both its line of spicy sauces and the array of aprons, neckties and other merchandise bearing the familiar red-and-green Tabasco logo.

He spent much of his time in New Orleans and in 2006 he reigned as Rex, the first King of Carnival during Mardi Gras celebrations after the city was devastated by Hurricane Katrina.

"All of McIlhenny Company and the McIlhenny and Avery families are deeply saddened by this news," said Tony Simmons, president of McIlhenny Co and fifth-generation McIlhenny family member. "We will clearly miss Paul's devoted leadership but will more sorely feel the loss of his acumen, his charm and his irrepressible sense of humor."

Distinct niches in bone marrow nurture blood stem cells

Feb. 24, 2013 ? In research that could one day improve the success of stem cell transplants and chemotherapy, scientists have found that distinct niches exist in bone marrow to nurture different types of blood stem cells.

Stem cells in the blood are the precursors to infection-fighting white blood cells and oxygen-carrying red blood cells.

The research, by a team at Washington University School of Medicine in St. Louis, is reported Feb. 24 in the advance online edition of Nature.

The new findings, in mice, suggest that it may be possible to therapeutically target support cells in a particular niche. On the one hand, a drug that nourishes support cells could encourage blood stem cells to establish themselves in the bone marrow, enabling patients who have had stem cell transplants to more quickly rebuild their immune systems.

On the other, tumor cells are known to hide in the bone marrow, and a drug that disrupts the niche environment may drive cancer cells into the bloodstream, where they are more vulnerable to the damaging effects of chemotherapy.

?Our results offer hope for targeting these niches to treat specific cancers or to improve the success of stem cell transplants,? says senior author Daniel Link, MD, the Alan A. and Edith L. Wolff Professor of Medicine. ?Already, we and others are leading clinical trials to evaluate whether it is possible to disrupt these niches in patients with leukemia or multiple myeloma.?

Working in the mice, the researchers selectively deleted a critical gene, CXCL12, which is known to be important for keeping blood stem cells healthy. Rather than knock out the gene in all of the support cells in a niche, the researchers deleted the gene in specific types of support cells. This led to the discovery that each niche holds only certain blood stem cells that are nourished by a unique set of support cells.

?What we found was rather surprising,? Link says. ?There?s not just one niche for developing blood cells in the bone marrow. There?s a distinct niche for stem cells, which have the ability to become any blood cell in the body, and a separate niche for infection-fighting blood cells that are destined to become T cells and B cells.?

The findings provide a strong foundation for investigating whether disrupting these niches can improve the effectiveness of chemotherapy.

In a phase II pilot study led by Washington University medical oncologist Geoffrey Uy, MD, assistant professor of medicine, Link is evaluating whether the drug G-CSF can alter the stem cell niche in patients with acute lymphoblastic leukemia whose cancer has recurred or is resistant to treatment. The drug was approved by the Food and Drug Administration more than 20 years ago to stimulate production of white blood cells in patients undergoing chemotherapy, who often have weakened immune systems and are prone to infections.

But Uy and colleagues will evaluate the drug when it is given before chemotherapy. Patients enrolled in the trial at the Siteman Cancer Center will receive G-CSF for five days before chemotherapy, and the investigators will determine whether it can disrupt the protective environment of the bone marrow niche and make cancer cells more sensitive to chemotherapy.

While it?s too early to know whether the treatment approach will be successful, Link?s new research in mice is bolstered by a companion paper in the same issue of Nature. In that research, Sean Morrison, PhD, director of the Children?s Medical Center Research Institute at the University of Texas Southwestern Medical Center in Dallas, used similar molecular methods to also discover distinct niches in the bone marrow for blood stem cells.

?There?s a lot of interest right now in trying to understand these niches,? Link adds. ?Both of these studies add new information that will be important as we move forward. Next, we hope to understand how stem cell niches can be manipulated to help patients undergoing stem cell transplants.?

Today, the National Science Foundation (NSF), along with federal partners, announced its commitment to expand public access to the results of its funded research. Public access is intended to accelerate the dissemination of fundamental research results that will advance the frontiers of knowledge and help ensure the nation's future prosperity.

This announcement follows a memorandum issued from the White House Office of Science and Technology Policy directing science-funding agencies to develop plans to increase access to the results of federally funded research and improve the management of digital data produced through such research.

"Scientific progress depends on the responsible communication of research findings, and NSF has been engaged in efforts to expand public access for several years," said NSF Director Subra Suresh. "Full public access will require changes in policies, procedures and practices from the many stakeholders who participate in NSF's broad research portfolio spanning all scientific and engineering disciplines. We stand with our federal science colleagues, as well as our non-governmental partners, to collaborate in accomplishing this transition on behalf of science and our nation's future."

"The logic behind enhanced public access is plain. We know that scientific research supported by the federal government spurs scientific breakthroughs and economic advances when research results are made available to innovators," said White House Office of Science and Technology Policy Director John P. Holdren. "Policies that mobilize these intellectual assets for re-use through broader access can accelerate scientific breakthroughs, increase innovation, and promote economic growth."

NSF has already laid out a tentative timeline for consultation, planning, systems development, and changes to its policies, which will be fine-tuned over the coming months.

Ben Foster replaces Shia LaBeouf on Broadway

NEW YORK (AP) ? Shia LaBeouf is out. Ben Foster is in.

A day after LaBeouf stepped away from the play that would have marked his Broadway debut, he was replaced by Foster.

Foster, whose film roles include "3:10 to Yuma" and "The Messenger" and who was on TV in "The Laramie Project" and "Six Feet Under," had auditioned for the revival of Lyle Kessler's play "Orphans" but had lost the role to the star of the "Transformers" franchise.

After LaBeouf left the production on Wednesday due to creative differences, Foster was picked. After the change was announced, LaBeouf tweeted: "Ben Foster is a beast. He will kill it," in all capital letters. Foster will be making his Broadway debut.

The play, which premiered in 1983, tells the story of two orphaned brothers living in a decrepit Philadelphia row house who decide to kidnap a wealthy man. LaBeouf was to play one brother and and Tom Sturridge the other; Baldwin will be the target.

The switch in actors hasn't delayed the show. Producers said "Orphans" will still open March 19 at the Schoenfeld Theatre.

LaBeouf apparently stepped away from the play without burning too many bridges ? at least according to the messages he's posted on Twitter. The actor published email messages between him, Baldwin and director Daniel Sullivan that indicated a somewhat amicable, if anguished, split.

"Sorry for my part of a dis-agreeable situation," he wrote to Baldwin in an email posted on LaBeouf's Twitter feed. LaBeouf also posted his audition video.

Baldwin apparently wrote to the younger actor: "I don't have an unkind word to say about you. You have my word."

As for Sullivan, the director apparently wrote to LaBeouf after the decision was made that the actor leave the show: "This one will haunt me. You tried to warn me. You said you were a different breed. I didn't get it."

A press representative for the show said the messages were legitimate.

LaBeouf seemed still somewhat shaken by the whole experience Thursday, writing on Twitter a series of slogans with opaque meanings.

"The theater belongs not to the great but to the brash. acting is not for gentlemen, or bureaucratic-academics. what they do is antiart," he wrote in one tweet.

He also posted an image of a commiserative email apparently from Rick Sordelet, a veteran fight director, who said, "It was obvious you were going to turn in a fantastic performance." In the same message, Sordelet wrote: "It must have been difficult for others in the room to be schooled by someone who's raw talent and enthusiasm out matched theirs." It was likely a note not intended for the rest of the company to see.

LaBeouf, whose other films include "Indiana Jones and the Kingdom of the Crystal Skull" and "Wall Street: Money Never Sleeps," was also recently seen in John Hillcoat's crime drama "Lawless."

Hoss is fantastic. Barbara is ice cold at the start, understandably so. Yet Hoss makes her sympathetic.

Hoss is mesmerizing as a woman who holds it all together to the point of losing herself.

Sens. Collins, King tour Maine shipyards ahead of major military cuts

The Pentagon says Maine could be facing about $41 million in Defense Department civilian payroll cuts if automatic government spending cuts kick in March 1.

Maine U.S. Sens. Susan Collins and Angus King toured Bath Iron Works Thursday morning and talked about the potential cuts.

They voiced their support for the workers at BIW, and said they hope a temporary reprieve could be reached to avoid the so called "sequester."

"It's an embarrassment that our government has put us in this position," said King

Hundreds of technical jobs at the ship building facility hang in the balance if Congress can't agree on a defense department budget.?

A union representative for technical employees said several hundred BIW workers are anxious and frustrated with the prospect of losing their jobs within the next six to nine months.

"We will continue to do everything we can to ensure we have the funding to build these ship," said Collins.

According to the Navy, 1,121 temporary workers would lose their jobs nationwide, mostly in shipyards. And if Congress fails to negotiate on a plan, the USS Miami repairs at Portsmouth Naval Shipyard could be deferred.

Defense Secretary Leon Panetta told Congress on Wednesday that if a budget deal isn't reached, he may have to shorten the workweek for the "vast majority" of the Defense Department's 800,000 civilian workers. They'd lose one day of work per week, or 20 percent of their pay, for up to 22 weeks, probably starting in late April.

Pentagon figures show its civilian payroll in Vermont for the 2012 fiscal year was $486 million and about $445 million for 2013.

The biggest potential civilian payroll losses would be in Virginia, California, Maryland, Texas and Georgia.

On The Eve Of Sony?s Big PlayStation Announcement, PS4 Price And Release Date Revealed? [REPORT]

According to an anonymous source that spoke to Kotaku, the PlayStation 4, codename Orbis, will be coming out in November and will have two different price points, versions costing $429 and $529. These numbers and release date are preliminary and Sony will provide real answers during its launch event in New York on Wednesday. Price points for the two versions of the console could change as the year goes on and Sony could announce retail prices in June at E3, the Electronic Entertainment Expo, which is the video game industry?s largest trade event.

Many features of the PS4 have been discussed, but much about the new console remains unknown. While the controller will feature a touchpad in the center, there have been several prototype photos that have leaked online, each varying slightly. One of the more interesting aspects of the PS4 that was discussed by Kotaku?s source is the integration of smartphones for use with it. According to the source, the PS4 can be controlled using a smartphone or tablet. There also will be a chat function and the ability to buy games from your phone that will automatically download on the PS4. Each console will include a Playstation Eye, says the source, which could allow users to interact with one another and could also include a ?spectator? system that allows users to watch a friend play a videogame.

The social aspects of the PS4 match previous reports of Gaikai, the streaming videogame company that Sony purchased in July 2012, having registered website domains centered on PlayStation Cloud, reports IGN. The cloud function of the PS4 was also reported on by the Wall Street Journal, which stated that the new system would be able to stream PlayStation 3 games. Sony is investing heavily in the social component of the PS4, with the WSJ reporting the new system will include options to post achievements on Facebook, upload videos to YouTube and possibly compete against other players across different platforms.

Some information regarding the PS4, such as the controller and emphasis on social media and streaming support, seems confirmed, but there is still plenty of speculation surrounding Sony?s new system and there should be answers, and maybe some surprises, on Wednesday.

KDDI Remote TV delivers Blu-ray DVR video to PCs and smartphones

KDDI Remote TV controls and streams Bluray DVRs, has us packing our bags for Japan

Sure, it's possible to get remote access to home theater devices through raw methods like a Slingbox, but KDDI has a slightly more elegant solution for those living in Japan. Its tiny Remote TV box puts a Blu-ray DVR on the local WiFi network to both schedule recordings while away and stream the video itself. Locals can watch from a Mac, Windows PC or Android device, although they'll be limited to 480p when they're outside of the home. iOS support is coming soon, the carrier says. KDDI ships the device on February 23rd for an estimated ¥19,800 ($213) and is keen to note that it doesn't require a subscription -- it sees Remote TV more as an incentive to splurge on smartphone data, which just might work for commuters wanting to catch up on their shows.

Are Plastic Bag Bans Making People Sick?

On what planet do people actually have time to hand-wash a dozen bags each week? Not on mine... So nobody I know ever washes these things. When they *look* dirty (which might be too late) people throw them away.

Even when you use a reusable bag, the sensible thing to do with certain kinds of food - especially uncooked meat - is to put them in a plastic bag. This plastic bag will protect the reusable bag, your car, and your fridge, from being contaminated.

In any case, this whole ban on plastic bags is nothing short of idiocy. Plastic bags *are* reusable, and people (e.g., me) do reuse them all the time, for anything from collecting garbage, carrying wet clothes from the pool, collecting dog excrement or cat litter, etc., etc. If people won't have these bags from the supermarket, they would buy them anyway. Heck, when was the last time you saw anyone throwing away plastic shopping bags, without reusing them first?

Texas Coalition Wants More High-School Focus on Training for Advanced Jobs

Amid calls at national and state levels for more Americans to pursue higher education in science and technology fields, in part to serve advanced manufacturing?s job-skills needs, some educators have warned that colleges are not paying enough attention to fields that require some postsecondary training but not a four-year degree. Legislators in Texas are considering bills backed by a business coalition that wants to see more groundwork for that training laid in high school, a move that would involve loosening the state?s rigorous graduation requirements, The Austin American-Statesman reports.

Business leaders who back the legislative efforts say that workers with the skills their companies need are in short supply. They lay the blame in part on a high-school curriculum in which they say career training takes a back seat to college preparation. Measures the business leaders support would reduce the number of required courses in math, science, and social studies, the Austin newspaper reports, and create several specialized paths toward graduation. Students choosing a ?business and industry? track, for instance, could fulfill one of their required science courses by taking a state-approved diesel-mechanics course instead of physics.
